Ottawa`s construction union trades have locked themselves into a project work contract to ensure their relationship with the hospital administration for the upcoming Ottawa Hospital (TOH) Civic Campus (TOH) development project. This case highlights two important considerations: owners and contractors involved in this type of large project should carefully consider the pros and cons of using a PLA model compared to conventional structures of the working relationship in design. Many factors will have to be taken into account in this important decision. When a PLA model is chosen, the conditions of the PLA and the organization and associated documents must be carefully developed to minimize the risk of complications and litigation in labour relations. The board found that the requested unit was not suitable. It is the conclusion of the Board of Directors that the PLA has set up a multi-employer unit, with several unions, covering all workers employed in the project.
