Churchill soon sought a personal meeting with President Roosevelt in Washington. Its objective was to convince President Roosevelt to stick to the secret agreement reached between the American and British authorities to give the highest priority to the defeat of Nazi Germany and not to redirect any of the enormous American resources to stem Japanese aggression in the Pacific. Churchill felt that the “Germany First” war strategy would seriously expose Australia, British Malaya, the Philippines and the rest of Southeast Asia to Japanese occupation if Japan entered the war on the side of Germany and Italy. This prospect, however, did not seem to have worried Churchill much, whose first priorities for the war were the defence of Britain, the support of the Soviet Union against Nazi Germany, the defence of the Suez Canal and the protection of India. According to Churchill, the Philippines, Australia, British Malaya and Dutch East India were able to be reclaimed by the Japanese occupation after the defeat of Germany. An invasion of North Africa was proposed and rejected, and General Douglas MacArthur called for immediate action in the Philippines and the inclusion of the USSR in the Lend lease agreement.
